Speaking on the occasion, ZEO Chandel, Ngulkhosei Mate asserted that unless the culture of substitute teachers is demolished, the government's goal of quality education could never be obtained.

He also pointed out that India government is taking up many policies to improve the quality of education and the government has handed over the responsibility of management of the government schools to local bodies by constituting local management committees with an aim to improve education system.

Unfortunately, members of such committees are not interested in the welfare of the school and its students but they are all engaged in acquiring contract works for building constructions and other supplies.
